Free elements in TARGET 3001! are elements which are no symbols, signals, packages or signal tracks, e.g. pure text, "paintings" (geometrical figures) or other non-organized parts of the drawing.
If you select like shown above, you are guided to the free element. It gets highlighted by color and can be edited user defined. In this case it's the free text element "BUSY":
