If Windows refuses to install or start on older TARGET versions, then go to the location of the TARGET EXE file to be executed in the Windows file browser. Hold down the [Shift] and [Ctrl] keys and click with M2 on the EXE file. The extended context menu of the EXE file appears and you select "Copy as path". The clipboard now contains the complete path of the file enclosed in quotes:
"C:\Program Files (x86)\ibf\TarV<version>\<edition>\TarV<version>.exe"
Now type the Windows key at the bottom left of the keyboard and type "cmd". In the resulting list at the top you will see the entry "Command Prompt App". Click on it with M2 and choose "Run as administrator" from the context menu. A console window opens and you type the keys [Ctrl] + [v] or [Shift] + [Ins] to insert the EXE path as a command line with quotes. Then type the [Enter] or [Return] key to start the program or installer.
