The normaliz.dll belongs to Windows, but in WinXP it seems to be missing sometimes. Thus your WinXP has no IDN support.
Unfortunately MicroSoft does not support WinXP any more.
Here we offer a normaliz.dll which has been working successfully with many users. We have been scanning it by 59 of the most popular virus scanners and no alert was given. So we estimate it to be "clean". Nevertheless we offer this file without any guarantee or liability:
normaliz_.zip
The DLL can be copied into the installation directory, where the TARGET EXE can be found.
Otherwise it can be a good idea to install MicroSoft Internet Explorer (at least version 8) as it seems to add this DLL too.
