Error: "normaliz.dll missing"
The normaliz.dll belongs to Windows, but in WinXP it seems to be missing sometimes.
Your WinXP seems to have no IDN support.
Here you get the native Windows IDN Support:

Clicking "System requirements" you see "Windows XP SP2 and higher." So this should work.
- Start selfextracting file
- Specify any folder at any location. This folder can be removed later
- In sub-folder "Redist" there are three Exe files (32-bit XP, 64-bit XP AMD processor, 64-bit Intel processor)
- The file idndl.x86.exe is for a 32-bit XP
- Start Exe
- Then a normaliz.dll should be present in folder C:\Windows\System32
