Flexible PCB (flex rigid design) are often combinations of rigid (FR4) materials glued to flexible parts (like a foil). Construct in TARGET 3001! the rigid parts of the complete layout having multiple outlines within one project. Define the flexible parts upon one or more additional separate layers showing a layer function maybe "Flex outline" or the way you like.
